2Where uniformity breaks down
The overall COD is an average — it hides the segments dragging it down. Below are the
price tiers, districts and land-uses with the worst COD (least uniform). These are the
pockets where like properties are assessed unevenly. Fix the worst rows and the county-wide number moves.
