Reappraisal Priority & Staleness Map
Which residential parcels have drifted out of date — the appraised value
sat flat while the market moved. For each parcel we find the last year its value changed,
how long it has been flat, and how much the residential market has risen since
(per the BMN repeat-sales index). The gap is the appreciation the roll has
not yet captured. Red = most overdue.
Read this first. The BMN index is a residential repeat-sales
index, so this tool covers residential (class R) parcels only — it is not applied
to commercial or farm property. And a flat appraised value is not proof of error:
a high uncaptured market move over many years is a reappraisal-priority candidate, a place
to look next — not a verdict that the value is wrong.
