Reappraisal Cadence

West Virginia assessors have a statutory duty to keep the property roll current — to revisit values on the mandated reappraisal cycle so appraisals track the market over time. This page measures one concrete, assessor-attributable duty: the share of each county's residential roll that has drifted out of date — parcels where at least 20% of market movement has not yet been captured in the appraised value. This is distinct from the market-driven level of assessment (how high or low values sit overall): a roll can be at any level and still be stale if it simply hasn't been refreshed. How to read this. A stale roll is a flag for review, not proof of wrongdoing. Reappraisal cadence is partly bounded by the statutory reappraisal cycle and by county funding and staffing, which an individual assessor does not fully control. Treat a high stale share as a reason to look closer — not a verdict.
