New Construction & Improvement-Change Report
Parcels whose booked building value changed materially between two tax
years — new structures, additions, and demolitions / corrections. Built for the assessor's
new-construction growth line and as a QC pass to catch anomalies and data-entry errors.
This is a roll-change log, not a hidden-improvement detector.
The figures come from
parcel_tax_history — the roll, i.e. the values the
assessor has already booked. So this report shows changes that entered the
roll between the two years. It will not reveal unrecorded structures or
additions that were never booked — detecting those needs physical re-inspection or
multi-period field snapshots, which we don't yet have spanning years. Use this as a
new-construction / change log and a QC tool.
